Litchfield counterproposal :adjusts the payment schedule to keep the total contract amount unchanged over the three-year term by reducing the first-year payment and offsetting it in years two and three. The proposed dispatch contract pricing ($47,580) would be accepted as written.
Ambulance details would be:
- Year 1: $175,000 (a $25,000 reduction to remain under our tax cap)
- Year 2: $230,000
- Year 3: $241,000 (balloon payment for the remaining balance)

For Discussion:
Should Class 2 e-bikes be allowed on all Town recreational trails? Some municipalities limit Class 2 bikes because of throttle operation, even though state law allows local regulation.
Should Class 3 e-bikes be prohibited from all Town-owned trails? This is common practice because Class 3 bikes can assist up to 28 mph.
Should Litchfield establish a lower speed limit (10–15 mph) on shared-use paths?
Should conservation lands remain closed to all e-bikes unless specifically opened by the Conservation Commission and Board of Selectmen?
Should the ordinance include an administrative process allowing the Board to designate additional trails as open or closed by vote without amending the ordinance? This provides flexibility as recreational infrastructure evolves.
Do we want to specify that no motorized vehicles (dirtbikes, golf carts, etc.) are allowed? Should we exempt Town vehicles in the performance of Town duties? Highway vehicles are on the path regularly (rightfully so).
Should the Board consider an Ordinance to allow Town owned and/or public safety OHRVs to travel on roads in Town? RSA 215A:15 gives the Town authority to do so.
